The Peterhead puzzle

Peterhead check (r26): from January 2023 HMRC shows about 0.6 to 0.9 Mt a month of Norwegian crude "imported" at Peterhead, which has no crude import terminal. The same Norwegian stream was recorded at Middlesbrough until December 2022 (about 0.7 to 0.9 Mt a month) and at Aberdeen in March, April and August 2025, and the three never overlap. We read it as the Norpipe pipeline crude from Ekofisk into the Teesside terminal under a changed customs port code, so it is shown only on the Teesside oil terminal, labelled, and not on any refinery.

HMRC records crude imports by the port where customs entry is made. This is crude LANDED at the port, not refinery intake: it misses UK crude delivered by pipeline (Forties to Kinneil, Brent to Sullom Voe) in some months cargoes were recorded with no port (notably September 2022 to May 2023), and one port can serve several sites.
